Non-Linear Strategy and Gun Violence- Strategy is non-linear. It would be great if we could directly impact a desired end state with a single dimensional laser like initiative or effort. Strategy is more like projecting a beam of light through a prism and anticipating the human, institutional, cultural, and economic forces that will vector its trajectory. I have long thought about this approach with respect to gun violence. We should look at a different trajectory perhaps. What if we required liability insurance on guns, just like cars? Gun owners like auto owners could purchase as many types as they like provided they could afford to indemnify the risk. Certain semi-automatic weapons presumably would carry greater risk and thereby formidable insurance cost. Recreational hunting weapons may have less inherent risk. Like autos, the use, behaviors, age, risk factors, and demographics of the owner would also impact the cost of liability for gun ownership. Rights and responsibilities would better coincide in the purchasing choice of gun owners. Insurers would assess risk and assign commensurate cost of liability. Like cars, resold or stolen guns would be promptly reported due to the cost and risk of liability. Our civility, sanity, and survivability might actually improve. -D. Ramey
