Robert L. Ellis using the Baldrige Criteria for Performance Excellence as his base, Bob specializes in process improvement methods, effective teams and team skills, change management processes and strategic planning. He has a unique blend of managerial experiences coupled with extensive training and experience in most areas of continuous improvement, as well as the Government Performance and Result Act. His trademark approach is the practical application of tools and techniques to achieve results consistent with the organization’s vision.
Bob served as the senior internal consultant for quality and process improvement for the Information Systems Security Organization (ISSO), National Security Agency (NSA) from 1990 until his retirement at the end of 1996. He founded and led the ISSO Quality Resource Center, providing consulting, training, facilitation and information services in all phases of process improvement to organizations throughout NSA, as well as other members of the Intelligence Community. He also served as a Senior Facilitator in support of NSA’s Baldrige Self-Assessments in 1993 and 1995, and the related follow-on work associated with them.
Bob served as Adjunct Faculty in Quality, National Cryptologic School, NSA, from 1991 to 1996, and was recognized in 1996 as the Adjunct Faculty member of the Year by the Leadership and Organizational Development staff at the School. He also served as a Guest Faculty member in reinventing the organization and change management at the Western Management Development Center of the Office of Personnel Management from 1994 to 1997.
Bob presented workshops at the Seventh and Tenth Annual National Conferences on Federal Quality in 1994 and 1997, respectively. He also was a frequent speaker on Change Management Essentials at regional and national forums of Council for Continuous Improvement. Since his retirement from NSA, Bob has provided consultation, facilitation, and training services for private and public sector organizations as an independent consultant affiliated with Gene Rouleau and Associates, Inc. and Strategic Leadership Associates, Inc.
Bob received his B.A. in Economics from the College of William and Mary. He earned a Master of Science in Administration, specializing in Public Personnel Management, from The George Washington University. He received training in continuous improvement and related topics from: American Society for Quality; CEEM, Inc.; Dannemiller Tyson Associates; GOAL/QPC; International Benchmarking Clearinghouse; International Quality and Productivity Center; J. R. Belville and Associates; the Juran Institute; the National Academy of Public Administration; the National Cryptologic School; National Seminars Groups; Tatham Process Engineering, Inc.; 3M; and the Western Management Development Center, Office of Personnel Management. Bob also successfully completed the ISO 9000 Lead Auditor Course in April 2000 (Certificate No. 00-0-0409 US-14.). Bob is a member of the American Association for Quality.
